About the CPT Program

Funded by New York State Department of Health, the CPT Program is an education and training program designed to build up the health, behavioral health, and social care workforce.
This program funds education and training that focuses on career advancement and recruitment to create a reliable workforce pipeline to address workforce shortages throughout the state.

The CPT Program targets high-demand shortage areas, reduces barriers to career advancement, and supports marginalized and underrepresented communities to enter and advance in the health workforce.
The CPT Program is divided into two career pipelines:
- Career Advancement for individuals currently in health, behavioral health, and social care.
- New Careers for those newly entering the health workforce.

CPT Program participants will be required to make a three-year commitment of service to work full time, in one of 13 eligible job titles, to providers enrolled in the Medicaid program that serve at least 30 percent of Medicaid members and/or uninsured individuals.

STEP 1
Submit Interest Form
If you meet eligibility requirements, complete the Participant Interest Form on the CPT website.

STEP 2
Onboarding Invitation Email
Once the form is submitted, you’ll receive an email from GoCo* to create an account for onboarding.

STEP 3
Pre-services Needs Assessment
After setting up your GoCo account, you’ll receive an email with a link to complete a pre-services needs assessment.

STEP 4
Connect with Support
Once the assessment is completed, an Education Case Manager will reach out to answer questions and discuss eligibility.

STEP 5
Apply to CPT Program
Look for an email with the GoCo application link–complete the application and sign your Participant Agreement in DocuSign.

STEP 6
Final Approval
Expect an acceptance decision via email within two (2) business days.

Complete the Participant Interest Form to start your CPT Program journey. If you are eligible, you will receive an email from our data partner, GoCo, with further instructions. If you do not meet eligibility requirements, you will also be notified.
This is a multi-step process that may take up to two weeks to complete. Please ensure you allow yourself enough time to complete the application.
You must submit a Participant Interest Form by the first of the month before your academic program starts. For example, if your program starts on September 15th, your Interest Form must be submitted by August 1st.
Your final application and signed Participant Agreement must then be completed at least two weeks before your academic program starts. For example, if your program starts on September 15th, your application must be reviewed and approved by September 2nd.
Please note that some participating educational institutions may have reached their capacity for CPT participants. If this affects your eligibility, we will notify you and provide guidance on next steps.

The 13 ELIGIBLE JOB TITLES
The CPT Program offers several opportunities within health, behavioral health, and social care. Hover over the boxes below for more information on each eligible job title.
Licensed Practical Nurse (LPN)
Associate Registered Nurse (RN)
Delivers patient care, administers medications, and assists in medical procedures, typically having earned an associate degree in nursing. They record patients’ medical histories and symptoms, assist with diagnostic tests, analyze results, operate medical machinery, administer treatment and medications, and help with patient follow-up and rehabilitation.
Registered Nurse to Bachelor of Science in Nursing (RN to BSN)
A registered nurse who has advanced their education to obtain a Bachelor of Science in Nursing, expanding clinical and leadership skills. They record patients’ medical histories and symptoms, assist with diagnostic tests, analyze results, operate medical machinery, administer treatment and medications, and help with patient follow-up and rehabilitation.
Nurse Practitioner (NP)
Provides advanced patient care, including diagnosing and treating illnesses, often with the ability to prescribe medications. They serve as primary and specialty care providers, specializing in areas such as acute care, adult health, family health, pediatrics, geriatrics, and more.
Physician Assistant (PA)
Works alongside doctors to diagnose and treat patients, including performing exams and prescribing medications. PAs often work autonomously in healthcare settings while always remaining in collaboration with a physician.
Master of Social Work (MSW)
Focuses on helping individuals, families, and communities manage personal and social challenges through counseling and resource coordination. Tasks include: discharge planning, coordinating care, and connecting patients with community resources.
Licensed Mental Health Counselor (LMHC)
Provides therapeutic services to individuals dealing with mental health issues, guiding them through counseling and treatment plans using various therapeutic techniques. This supports clients in developing coping strategies, improving mental health, and achieving personal goals.
Credentialed Alcoholism and Substance Abuse Counselor (CASAC)
Specializes in treating individuals struggling with addiction, providing counseling and support for recovery. Duties include: developing treatment plans, conducting therapy sessions, and helping with healthier behaviors and recovery strategies.
Certified Pharmacy Technician (CPhT)
Assists pharmacists in dispensing medications, managing inventory, and providing customer service in pharmacies. They are also responsible for administrative tasks like processing insurance claims and maintaining patient records.
Certified Medical Assistant (CMA)
Supports physicians by handling clinical and administrative tasks, such as taking vitals, recording medical histories, preparing patients for examination, drawing blood, administering medications, and maintaining patient records, billing, and coding information for insurance purposes.
Respiratory Therapist (RT)
Specializes in treating patients with breathing difficulties, managing ventilators, provide respiratory therapy in medical settings, manage life support systems, and educate patients.
Community Health Worker (CHW)
Patient Care Manager/Coordinator (PCM/C)
Oversees patient care plans, ensuring quality and efficiency in the treatment process by coordinating with healthcare teams and families. Ensures patients’ needs are met, handles administrative responsibilities, manages human resources and public relations duties, and assists with case management.

Participant Eligibility Criteria
Participants must meet the following requirements to be eligible for the CPT Program:
- United States Citizen/eligible noncitizen
- Meet all educational or training program requirements, based on the selected CPT title and course of study. This may include:
- Prior completion of educational programs, licensure, and/or certification;

Successful completion of academic or training pre-requisites, or entrance exams;

Fulfillment of any required training, volunteer, or experiential hours.
- Must be a NYS resident or resident of a bordering state (New Jersey, Connecticut, Pennsylvania, Massachusetts, and Vermont). Please Note: Out-of-state participants must be employed by a NYS provider to qualify for the CPT Program.

Committed to full-time employment at a New York State Medicaid-enrolled provider that serves at least 30 percent Medicaid members and/or uninsured individuals. These providers may include those that fall into the categories of health, behavioral health, and/or organizations that are part of established Social Care Networks.
Individuals that are enrolled part-time or are enrolled in pre-requisite classes but not already enrolled in one of the authorized title programs are eligible to transition to full-time under the CPT Program. Individuals that are already enrolled full-time in an academic program under one of the 13 approved job titles at the time of application are not eligible for the CPT Program. Documentation shall be maintained by FLPPS Workforce Investment Organization demonstrating participant eligibility for the program and made available to the NYS Office Health Insurance Programs (OHIP) and/or the Centers Medicare and Medicaid Services (CMS) upon request. Documentation must include evidence that individuals enrolled in a program part-time or have completed any prerequisites, would not have otherwise been able to enroll full-time absent the CPT Program.
